You _should_ be able to circumvent this by going to folder where the .pkg is located, right clicking it and selecting 'Open'. Do note that wine-5.0 is a year and a half old, so it lacks quite a few improvements. Unfortunately WineHQ doesn't currently provide updated macOS packages.
