stub implementations for OpenCluster and CloseCluster

These stubs get the installer to the next MSI error:

err:msi:ITERATE_Actions Execution halted, action
L"DetectExistingData.2D02443E_7002_4C0B_ABC9_EAB2C064397B" returned 1603

L"ExecuteAction" returned 1603
