When running winecfg on new install (RHEL 6), the following error results:

fixme:urlmon:DownloadBSC_OnStopBinding No cache file
err:appwizcpl:InstallCallback_OnStopBinding Binding failed 800c0008
err:appwizcpl:download_proc URLDownloadToFile failed: 800c0008

Your Wine version is old. Retest in the latest development release.

Thanks for the reply but this is a blocker, at least for me. This is the
version currently available in the EPEL repository for wine. Unfortunately,
corporate policy prohibits installing versions not available in approved
repositories. When will the latest version be added to EPEL?

Sorry. My fault. The problem was insufficient space for .wine. Very bad and
misleading message from winecfg nevertheless.

It's not a message from winecfg. On prefix update it tries to download
wine-gecko and wine-mono packages. It will happen when you try to start any
application.
