Bug 4045 mentions that wine should sense LogPixels from the X server's dpi
settings, but it can't because there are too many broken configurations
out there.  Maybe it's time to revisit this and/or get the linux
distributions to set X's dpi correctly.  In the meantime, if
users can't rely on this being set correctly by the system,
they should be able to set it via Winecfg.
