I don't known what author have in mind telling latency? I have problem with empire earth: gold with sound. Part of some sound (like information "we are under attack", units sound, etc.) have latency, but latency may mean sound is played after video. In empire earth: gold, as I said, some sounds are split into part and there's pause between each [art. Earlier this problem doesn't exist.
