It seems to look only for the versionresource. I installed gecko first, and running wine WLinstaller.exe still fails silently. No wintrust errors, either. Because it requires native ie6 to reproduce, I don't think this is a wintrust bug just yet. Not that there isn't one, but there's a bug, perhaps in mshtml or shdocvw, which prevents Wine from getting to this point in the first place. Changing component back to unknown.
This looks like the problem described also in http://bugs.winehq.org/show_bug.cgi?id=19352#c8.
