Its an app that lets you fake the system language to an app temporarly. It works, but with an app i get an error with the tzres.dll or maybe the tzres.dll.mui? What do you want to do? To run with a different locale what I usually do is set LANG variable. For example like this: 'LANG=jp_JP.UTF-8 wine notepad'.
