[Bug 7814] EVE Online mini maps in agent missions/browser are corrupted

My own tests also strongly indicate that this is a driver bug. The problem seems to be that the nvidia driver does not reset GL_TEXTURE_BASE_LEVEL properly to 0 after it was set to something else before. Eve uses the D3DSAMP_MAXMIPLEVEL sampler state to "animate" the map loading in the browser. The game and WineD3D reset this state propely to 0, but the texture remains broken in the driver.
