stdcall QueryAcxCtxw [XP ext, kernel32.spec, CVS-20040602] commented out

With this patch, the following declaration in 'dlls/kernel/kernel32.spec'
     @ stdcall QueryActCtxW(long ptr ptr long ptr long ptr)
is commented out and this let Photoshop 7.0 works again on CVS-20040602.
