When panning by moving the mouse to the screen-edges, the game will pan very very fast if the cursor is moved to the right of bottom of the screen. It will almost pan the entire map instantly. When doing it to the left or up it's at completely normal speed. I have a feeling this is maybe related to the other mouse issues in this game. Particularly the issue with the cursor hitting "invisible boxes" at the bottom right corner of the screen. You have to move the cursor to the far left and far top of the screen a couple of times for these "invisible boxes" to disappear. I can't confirm this bug report - works for me normally.

I guess you did have Hardware Acceleration turned on here. What can be the problem then? I am consistently experiencing this issue with my Radeon HD4890 and the catalyst 10.3 drivers. I'm not 3d guru so writing here about ATI would be only a speculation. And yes, as in bug 22730 everything checked in Graphics Options, including Hardware Acceleration. Here is a video showing the bug. The scroll/pan speed is set to its lowest (takes approx 5-6 seconds to scroll from one side of the map to the other when going left or up which is the correct speed, but down and right is noticeably faster as you can see). The bug is NOT present when scrolling using the keyboard arrows - only when using the mouse. I'd be surprised if this had anything to do with the video drivers.
