Steps to reproduce:

1. In one terminal, run `Xephyr :1 -ac -screen 800x600x8`.

2. In another terminal, run `DISPLAY=:1 wine notepad`.

3. Click Help, then click About Notepad.

It turns out this is expected behavior, Wine does not support 256 color mode
without a window manager:
