This is a practice program for the Architectural Record Exam - required by all persons seeking an architectural license. The testing organization, NCARB (see above), only provides a 16-bit version of this program which is incompatible with 64-bit systems. NCARB has not, and appears to have no plans to updated this software. Therefore, anyone with such a system must install a virtual machine and run an earlier version of Windows to operate. If this program could be made stable on Linux, Linux would become a very attractive alternative for that anyone without access to an earlier Windows OS. At the above website, there are six other practice programs.
