Updating the prefix and opening files is also much slower. This only happens one computer, I have another installation where everything works. After downgrade to version 16 everything works again. (I don't have a copy of version 17.) It works fine here. Try in a clean WINEPREFIX.
It works fine here, too, but it doesn't work *there*. That's why I attached the console outputs, so you can see if there are any clues as to why. Trying in a clean prefix was the first thing I did.
