After 71ecc179aab [1], some keyboard keys no longer (completely) work as they should in FINAL FANTASY XI Online. For example, the arrow keys no longer navigate through menus, while they do still move the cursor in chat. A tool called Windower 4 is very popular with Final Fantasy XI players to improve quality of life in-game, but using it makes the game exhibit the same behavior Chiitoo described in the first comment. Playing without Windower 4 enabled makes the game work fine again. Some players discovered that rebuilding Wine with this commit reverted fixes the issue, and playing with Windower 4 works again.
