Programmer's Notepad stays in front of other windows even if the other window
has focus. This happens with both native Linux windows and other wine windows.
THis has occured with several different window managers, including KWin 3, KWin
4, and Compiz. Before anyone asks, this behavior is not present in Windows.

Works fine here in kwin 4:3.5.8-0ubuntu2.2, kubuntu gutsy...

Hmm... the computer I tested it on had an older version of wine than I thought,
0.9.54. I updated and now it works fine.
