Not a blocker.

Does the application behave differently? A fixme isn't necessarily a bug, just
a reminder for developers to complete something. If your application runs fine,
then you can ignore it.

If it doesn't work, please attach terminal output.

Please post in Bugzilla, not to wine-bugs.  Email read:

"Okay.  I said blocker because it blocks the application from running.
The console output is simply what I sent before:

[root(a)SW83800 CS-D800]# ./CSD800.exe 
fixme:comm:set_queue_size insize 32000 outsize 1024 unimplemented stub
[root(a)SW83800 CS-D800]# 

The program gives me a GUI message that it cannot open the COM port.
The program uses the COM port to read and write EPROM data to amateur
radio transceivers.  It looks like the program is trying to set
unimplemented options.  If I am the only one reporting this, don't worry
about it.

Can you run with:
$ WINEDEBUG="+comm,+relay,+seh,+tid" wine CSD800.exe &> /tmp/log.txt

And attach /tmp/log.txt here. If it is too large, bzip2 -9 it, then attach.
