These formats are returned for bitmaps with an associated palette. This palette needs to be retrieved from IWICBitmapDecode in D3DXLoadSurfaceFromFileInMemory, converted into the equivalent D3D PALETTEENTRY array and passed on to D3DXLoadSurfaceFromMemory.
