Yes. I just tested it. Ubuntu Maverick 10.10 with last updates. Don't change original reported Wine version.
What all programs have you tried? Does it happens with fresh wineprefix (delete/rename ~/.wine directory) and wine's notepad?
I use only <WINEDEBUG=-all>, but clear it too.
