MS released Microsoft Application Compatibility Toolkit 5.0 (version 5.0.5428.1056): http://www.microsoft.com/downloads/details.aspx?FamilyID=24da89e9-b581-47b0-... You should be able to download "Application Compatibility Toolkit.msi" from the site, it weights ~10 MB.
