Is the same. What do you mean "cd to the the directory before running it"? It's obvious, I think. the app works fine here (playing/stopping/editing). Attach a backtrace generated with Wine 1.7.20
$ sha1sum mp3DC220.exe a2ff9508a7fd3e1c8bf82f6339f804233689fb39 mp3DC220.exe
$ du -sh mp3DC220.exe 304K mp3DC220.exe
$ wine --version wine-1.7.20-33-g3ccaad8

You would gain much more up to date version of wine. I also tried this program earlier. Don't remember the exact version I used, but it was 1.7 series.
