Though I configured desktop as /home/thesource/Рабочий стол (Russian
characters), wine creates launchers in home folder instead.

Where did you configure that? Can you wait a few days for Wine 0.9.58, upgrade,
remove your current ~/.wine directory, and try again? It may already be fixed.

This works for me with wine 1.0, with desktop being in "Рабочий
стол" (tested with utf-8 and cp1251 system encodings).
