To reproduce: start IE8, press ALT+D to view menu and navigate to "Developer-Tools". While the Window is coming up i get a backtrace of missing function.
Actually urlmon.dll.423 is provided by IE8 installer (urlmon.dll version 8.x.x.x). It's got installed to system32 but builtin used instead.
