[Bug 7695] UltraVNC in 0.9.32 should not show fullscreen title bar when windowed

Still in 1.3.26, with 1.0.5.6, but not in 1.0.9.1.

for those unfamiliar with the program, if the bug is present, a black toolbar
with minimize, maximize, and close buttons will appear at the top of the
screen, outside of the window. There's a second toolbar within the vnc window,
this is expected (can be disabled in options).
