Regarding 1st - I can't remember where (but on codeweavers forums, i guess - got link to thread at eve-online.com forums), but Stefan told that it's precision problem which should be fixed at EVE Dev's side, and he didn't see it anywhere else ingame. I saw it in couple of other places ingame, and finally got some screenshots. It's 4th level mission 'Gone Berserk', large collidable object 'Ruins'. Flickering on other objects is superseded by bug 13880.
