When the installer finishes, it states it was successful. Take a little bit more time to see that this installer uses advpack. Five more seconds to run with +advpack and you see: trace:advpack:LaunchINFSectionExW (0x20030, 0x1000000, L"C:\\windows\\temp\\IXP000.TMP\\noop.inf,DefaultInstall,,0,N", 0) noop.inf? What's in there? [Version] Signature="$CHICAGO$" [DefaultInstall] --EOF-- hmm, so it's not supposed to be installing anything. Why could that be? We recently changed the default win version, so let's try changing it back to win2000. tada, invalid bug.
