It seems this issue only happens with Wayland. I could not reconstruct it with Xorg.
Most likely this issue is not Wine Staging specific, so moving to the Wine product. In fact it could also be a bug in Wayland, but it needs further debugging to track this down. I'd likewise be surprised - but unfortunately, I don't have too many other FPS games available. In fact, the mouse behavior (at least for me) is a bit more complex than that.
