both gallium and Catalyst worked fine before 3.11 kernel upgrade from 3.8... which i did after mesa upgrade
If that's the main difference between the working and non-working setup, my first guess would be to do a kernel bisect. There is a new version 0.99
complains about
err:module:import_dll Library MSVCP120.dll
It need a vcrun that winetricks cant install...

OP has a broken graphics driver and/or kernel -> upstream.
