[Bug 1244] Failure to communicate with serial device

I am still having issues with serial comms in Wine 1.5.25.
In particular bug 25083 and the symptoms described in bug 11811.

There are patches in bug 11811 and bug 19713, but these don't seem to have been
included in Wine yet.
