Placed the included iertutil.dll with iexplore.exe and tried running the application. The errors that I have encountered may not of happened if the installer worked. As all the dependencies included have not been added to the system. The issue with Windows Update was resolved somewhere. Bug 24412 should of been split up to allow for better tracking. The next issue was version mismatch.
