Steps to reproduce:
1. download and install Picasa 2.7.
2. run:

wine 'c:\Program Files\Picasa2\Picasa2.exe'
picasa://downloadfeed/?url=http%3A%2F%2Fpicasaweb.google.com%2Fdata%2Ffeed%2Fback_compat%2Fuser%2Fzhanglei%2Falbumid%2F5169717603899925425%3Fkind%3Dphoto%26alt%3Drss%26imgdl%3D1

3. click download

Expected result:  Picasa launches, downloads the album
Actual result: Picasa just quits

Working around bug 11574 by applying commit
0936601f5b2628c1e0dab4b8bd3c9d097ba14717, a regression test shows:

is the cause. Specifically, this line causes the problem:

-    nsres = nsIIOService_NewURI(nsio, aSpec, aOriginCharset, aBaseURI, &uri);
+    nsres = nsIIOService_NewURI(nsio, &spec_str, aOriginCharset, aBaseURI,
&uri);
