[Bug 8540] C&C3: Malfunctioning shaders (ATI)

It is mainly used to allow bumpmapping to work on older radeon 8500/9000/9100/9200/9300 (rv250/rv280) cards. For this functionality we use an old opengl extension called ati fragment shaders. We don't use this at all for shaders as used by directx.
