There are applications that make use of Network List Manager (NLM) introduced with Windows Vista/Windows 7 to check for network connectivity. Failure doesn't seem critical, they use other means to detect network state. Though I didn't test all of them. This bug can serve as collector for apps that spam terminal with "{dcb00c01-570f-4a9b-8d69-199fdba5723b}" (CLSID_NetworkListManager) messages.
