This is not correct. Signed and unsigned min/max are simply different operations. Performing a signed atomic on an unsigned type, and vice versa, is impossible in GL. At best we can detect whether an integer register is only used with unsigned or signed operations and declare it appropriately. This would be a lot of work, however, and would not work if both operations are used. Given the existence of the Vulkan renderer, which does not have this limitation (and should be supportable for any GPU which exposes atomics anyway), spending effort trying to implement this behaviour is not worthwhile.
