tests/d3dbc: Relax the precision for some POW tests.

That's needed on my NVIDIA RTX 4060 Mobile.

tests/hlsl: Mark some modulo tests as buggy on NVIDIA.

Before 79e55834bbfddadb4d6f7e0e5df5f9458ca8c19f these failures were
hidden by the MoltenVK tag. But it seems NVIDIA also have problems with
modulo operations with negative numbers, despite the SPIR-V
specification making it very clear how negative numbers should be
handled.
