	Alex Villacís Lasso <a_villacis(a)palosanto.com>
	Implement complete VarBstrFromDec() for any valid DECIMAL, with
	internationalization support borrowed from VARIANT_BstrFromReal(). The
	decimal fix for VARIANT_BstrFromReal was encapsulated in a separate
	function and reused.
