rpcrt4: Don't declare functions that aren't exported by rpcrt4.dll in include/rpcndr.h.

NdrRangeMarshall, NdrRangeBufferSize, NdrRangeFree and
NdrByteCountPointerMemorySize should be declared static in
ndr_marshall.c instead.
