Forza Horizon 5 doesn't like unsupported racing wheel force feedback
effects.

winebus: Enable all PID effect types for wheel devices.

Forza Horizon 5 doesn't like unsupported racing wheel force feedback
effects and gives up too soon.

On Windows many wheel devices have custom drivers which report support
for all types of force feedback effects.
