OLE: Support HREFTYPEs For ITypeInfos
Add support for reading the hreftype of a typeinfo, return it to the
application in ITypeComp_Bind for the DESKIND_APPOBJECT case and
support referencing it in ITypeInfo_GetRefTypeInfo.
