Manual testing shows that EncryptMessage() returns SEC_E_UNSUPPORTED_FUNCTION in that case. Manual testing shows that InitializeSecurityContext(ISC_REQ_CONFIDENTIALITY) returns ISC_RET_INTEGRITY in attributes, but not the other way around.
