configure: Use AC_CHECK_TOOL to check for widl.

In particular, this will automatically pick up
x86_64-w64-mingw32-widl/i686-w64-mingw32-widl (provided by mingw-w64-tools on
Debian) when present and building for the corresponding hosts.
