	- Obey TBCDRF_NOOFFSET for the button text.
	- Make anchor highlighting behave more like native version.
	- Don't recalculate toolbar in TOOLBAR_Unkwn460.
	- Obey WM_SETREDRAW for the WM_ERASEBKGND message as well as
	WM_PAINT.
