gdi32: Windows adds an extra 4 bytes to EMREXTCREATEPEN.

The application in question doesn't care since it is at the end of a
struct, but the behavior is consistent and adding it is easier than
making our tests check for it.

gdi32: Set EMREXTCREATEPEN offBmi and offBits.
