	- implemented SystemTimetoVariantTime/VariantTimetoSystemTime
	There was another implementation of SystemTimetoVariantTime
	submitted that didn't work for dates prior to 1900.
	- implemented VarDateFromUDate/VarUdateFromDate
	- implemented VariantTimeToDosDateTime
