ntdll: Implement RtlRestoreContext.

Call the consolidate frame callback before resuming. Before
calling the callback, fill in ExceptionInformation[10] with the
equivalent of dispatch.NonVolatileRegisters.

This fixes unwinding of MSVC C++ exceptions in a lot of cases.
