ntdll: Implement FSCTL_PIPE_WAIT NtFsControlFile ioctl.
Implement FSCTL_PIPE_WAIT NtFsControlFile ioctl.
Modify WaitNamedPipeW to use NtFsControlFile.
Replace struct overlapped with event.
