[PATCH v2 5/6] ntdll: Handle Unix lib exception outside Unix stack.

Once ntgdi is moved to win32u (and with this series it's ready to be moved; I plan to do that in the next series), it may start using proper syscall interface. While ntgdi internals are ready for this and we can change a number of functions right away, functions that call external drivers can't use syscalls interface until drivers are converted to Unix libs as well (and we can't convert drivers without useful win32u).
