[PATCH] winnt.h: Provide inline NtCurrentTeb implementation for mingw arm builds.

This fixes running on Windows executables built with Wine. I left 
non-mingw case unchanged so it doesn't depend on thread id register. 
Environments where it's not supported can't use PE files anyway.
