Cast-Qual warnings

I've been seeing a lot of work done on fixing these warnings, so I
thought I would rerun the check and see how many warnings
appear(ignoring the ones caused by unicode.h of course).

The results are in.
Total number of warnings in make depend: 0
Total number of warnings in make from .h files: 0
Total number of warnings in make from .c files: 664

I've included the file with all of the warnings in this post.

Any thoughts?  Should I bother to keep creating updates like this?
What ones can we mark as required?  What ones can we mark as should be
fixed?
