Strangely enough this patch introduces two new test failures in Wine:

userenv.c:185: Test failed: Expected 1, got 0 for ALLUSERSPROFILE (0)
userenv.c:185: Test failed: Expected 1, got 0 for ALLUSERSPROFILE (1)
