[PATCH v2] msvcr110/tests: Fix setlocale test failure on systems with UTF-8 encoding enabled.

      It's a BETA setting so I'm not sure if it's a valid test configuration.
The result makes sense since msvcr110 explicitly rejects UTF-8 encoding.
